On 18 and 19 November 2025, CREXDATA’s Weather Emergency Use Case team tested the transferability of the demonstrator system to other application scenarios in the field of weather-related emergencies. This trial was held as part of the Major Crisis and Leadership Exercise organized by the Emergency Services Academy Finland (ESAF) in Kuopio, Finland.
The aim of the large-scale exercise was to develop cooperation between various actors and levels involved in incident command. Representatives from the Ministry of the Interior, regional rescue departments as well as cooperation partners from various authorities participated in the exercise.
Throughout selected and varied scenarios, CREXDATA processed the data from the real situations and then presented the results in the form of aggregated information on maps to the commanders, together with an explanation to support their decision-making.
CREXDATA technologies, including Text Mining for Event Extraction, robotic simulation of UAVs as well as fatigue assessment using XAI were included as part of the exercise. Additionally, FMI presented their gradient boosting machine-learning model that links real-time weather forecasts, providing municipality-level impact and risk predictions that support emergency services in anticipating storm damage or other weather-related challenges.

Trial participants provided positive feedback on the technologies, saying they were useful and supported decision-making. The results of the trial indicate that these technooogies not only facilitate decision-making in wildfire and flood scenarios, but also across a boader range of oeprational contexts.
