From Crisis to Action: How AI and Data Technologies Are Closing the Reaction Gap at “Moment Zero.”

Cities face fast-moving crises like wildfires and floods, yet citizens often remain confused in the critical “moment zero” before response begins. This session gathers tech creators, first responders, and officials to explore how AI, digital twins, and predictive tools from projects like CREXDATA and EXTRACT are transforming emergency response in cities like Venice, Dortmund, and Barcelona.

Session participants will provide brief inputs on their different perspectives. CREXDATA representative, Xavier Llort, Chief Product Officer from Hyds company, presents insights from the first responder perspective, EXTRACT representative, Dr Eduard Quiñones from the Barcelona Supercomputing Center (BSC), offers a technology development perspective; and Rafael Prades, from protección civil, the Catalan civil protection agency, shares how technological advancements are integrated into crisis preparedness and response. 

Through a moderated panel, speakers will then go on to discuss the intersection of technology, trust and policy. From personalized evacuation guidance to augmented reality for wildfire response, and from predictive models to civil protection planning, speakers will explore how cutting-edge tools turn data into action at “moment zero”. They’ll discuss building trustworthy, high-impact tech that can solve urgent city challenges and how to assess the reliability of these tools under pressure to translate innovation into lasting policy and practice.
