Date: November 07, 2025

Barcelona, Spain – Last Thursday, November 6, the project participated in a breakout session at the leading congress in the field of smart cities, the Smart City World Congress, in Barcelona.

The Tech x Cities stage hosted the panel titled ‘From Crisis to Action: How AI and Data Technologies Are Closing the Reaction Gap at “Moment Zero”‘. The panel consisted of Dr. Xavier Llort, from the company HYDS, partner of CREXDATA and collaborator in the Emergency use case. Llort showcased how to transform data insights into real-time decisions that empower first responders, highlighting the Emergency use case and how AI-drive data enables agile, informed action when every second counts.

The other panelists were Dr. Eduardo Quiñones, researcher at the Barcelona Supercomputing Center, and leader of the EXTRACT EU project, who dived into why data alone isn’t enough to drive action during a crisis and how we need smart technologies that can turn raw information into reliable, actionable knowledge to make a real impact. And Rafael Prades, from Civil Protection department from Generalitat of Catalonia, who explained what Civil Protection is and how technology can support every phase of a disaster.

The session was moderated by Julia Azpiroz, Urbanist at Pla Estratègic Metropolità of Barcelona.

The session highlighted the importance of collaboration between the various agents involved in an emergency situation; from technology developers to data managers and first responders, as well as policymakers. At the end of the session, the audience was also able to express their doubts and reflections.
